Major Event Security Management

Cadets assigned at the Baguio City Police Office for their station immersion joined Baguio's Finest deployment.

To maintain peace and order, crowd control, and security during the Spring Festival. More than 1,100 PNP personnel, including 150 Guardians volunteers, were deployed throughout the events. They were stationed along the route of the parade.

The Baguio Spring Festival 2023 was highlighted by the Chinese New Year Grand Colorful Parade around the city’s main thoroughfare in partnership with the Filipino – Chinese community for being a strong and committed development partner. The Spring Festival was institutionalized as an annual Baguio event in 1998. [1]

The Police Regional Office Cordillera prepared all its personnel to supervise the event, working with concerned NGOs, local governments, and other private individuals. We attended their command meeting the day before the event, where they discussed personnel designation and how to make the event successful.

Major Events Security Management is one of the PNP's responsibilities, per Rule 5 of the Special Police Operation of the PNP Police Operational Procedure Manual. [2] The BCPO's job, together with other augmentation from nearby police forces, is to carry out both administrative and operational tasks to guarantee the event's safety and order. Additionally, this will serve as their preparation for the Panagbenga Festival, a significant celebration in Baguio.

Participating in and watching their methods for managing significant events is beneficial. On this occasion, the Cadet discovered how crucial communication is. We briefly spoke with some PNP personnel involved in the mentioned event, and they advised us that more extended patience and maximum tolerance are essential to this type of event. Additionally, they are preparing for the Panagbenga Festival, which will last for more than one day, unlike the Spring Festival, and they are taking into account the number of visitors who will come to see this fantastic event.

As PNPA Cadets, we are trained to analyze potential security threats, develop security plans, and implement appropriate security measures. We are also trained to work with other law enforcement agencies, event organizers, and emergency responders to ensure that everyone involved is working together to achieve the same goal of keeping people safe.
